Introduction & Invitation to Submit Statement of Qualifications

Finney County, Kansas, is developing preliminary concepts for a new Health Department & Emergency Medical Services facility on the corner of Mary and 8th Streets in Garden City, KS.  This combined facility will allow both departments to better meet the needs of Finney County.  The County has selected the architectural firm of Goldberg Group Architects, LLC (GGA) to begin the design process.

The County is pursuing a Construction Management (CM) project delivery method. The project will be done on an open-book, cost plus fee basis, to a Guaranteed Maximum Price (GMP). The form of agreement will be AIA Al33-2019 Standard Form of Agreement Between Owner and Construction Manager as Constructor where the basis of payment is the Cost of the Work Plus a Fee with a Guaranteed Maximum Price. All portions of work must be publicly bid.

To qualify for consideration, a firm must be prepared to provide the experience, resources, and personnel experienced in project planning, cost management, project control, pre-construction and construction techniques, value-engineering analysis, scheduling, and quality assurance throughout the planning and construction phases of the project.

Interested parties must submit ten (10) physical copies and an electronic copy of their corporate qualifications to the Finney County Administrator no later than March 25, 2024, at 4:30 PM local time. Late proposals will not be accepted. Any questions must be received by the Finney County Administrator no later than March 11, 2024, at 4:30 PM local time; responses will be posted on the County's website by March 13, 2024, at 4:30 PM. The board plans to notify firms of selection for Phase II no later than April 15, 2024.

Addendum #1

The deadline to submit a qualifications packet to Finney County has been extended to April 4, 2024 at 4:30 PM CST. Interested parties should submit ten (10) physical copies and an electronic copy of their corporate qualifications to the Finney County Administrator, Robert Reece, at 311 N Ninth Street, Garden City, KS 67846. All other submittal instructions remain the same.
