Lieutenant Mike Schap

The Finney County Sheriff’s Office

Warrant / Fugitive / Extradition Division

The Warrant / Fugitive / Extradition division of the Finney County Sheriff’s Office has a wide array of responsibilities. Each deputy plays an important role in the receipt and service of arrest warrants on the local level. It is also this division’s responsibility to handle the transportation and extradition matters for Finney County fugitives arrested in other jurisdictions.

The Warrant Division is composed of a Lieutenant, a Sergeant, 4 certified deputies and 2 office deputies. The 2 office deputies handle the majority of the incoming phone calls to this division. It is also their responsibility to process nearly 200 incoming arrest warrants per month. The office deputies continually enter, update, and maintain wanted person entries. These entries are made in the national, state and local wanted person computer system. They also prepare all paperwork for hearings conducted on behalf of inmates being held on out of state matters.

The Sergeant and 4 certified deputies are each responsible for an assigned docket, courtroom or judge. Their responsibilities include, but are not limited to: escorting inmates (adult and juvenile) to court hearings, providing safety/security in the courtroom and surrounding area.

These 5 deputies cover six courtrooms in the Finney County Court House and one courtroom in the Law Enforcement Center. They serve a judicial group of 11 judges. When not preparing for or attending court proceedings, deputies are constantly working to determine the location of wanted persons.

Supervising the personnel of the Warrant Division is the responsibility of Lt. Mike Schap. The Lieutenant also coordinates the transportation and movement of all Finney County inmates. This includes extradition from any of the other 49 states; transports from jail to a local medical/dental facility; retrieval of inmates arrested elsewhere in Kansas on Finney County charges, and the transfer of any convicted felons sentenced into the custody of the Kansas Department of Corrections.

Typically there are over 1500 active warrants with approximately 300 wanted persons entered in national and state files for arrest in other jurisdictions. In 2006 the Warrant Division processed 2,126 warrants, and coordinated the transportation of 339 prisoners for a total of 76,018 miles.
